Sen. Lummis on Push for Stablecoin Bill: ‘I Had No Idea How Hard This Was Going to Be’
The U.S. Senate is nearing the passage of the GENIUS Act, a landmark stablecoin bill championed by Senator Cynthia Lummis (R-Wyo.). Lummis described the legislative process as “extremely difficult,” highlighting the challenges faced in securing the necessary 60 votes to advance the bill to its final discussion phase. An earlier attempt failed due to opposition from several Democrats, led by Senator Elizabeth Warren (D-Mass.), and some Republicans.
Following extensive behind-the-scenes negotiations involving Lummis’s and Senator Kirsten Gillibrand’s (D-New York) staffs, the Senate appears to have reached a final agreement. Successful passage would mark the first legislation passed by the Senate Banking Committee in eight years, according to both Lummis and Senator Bill Hagerty (R-Tenn.), a key sponsor. Hagerty noted Senator Warren’s efforts to delay the bill’s progress.
The bill’s passage is expected to be the most bipartisan achievement for the Senate Banking Committee in over a decade, a significant accomplishment given the challenges of legislative action. However, the difficulty in passing legislation is a broader concern. Lummis expressed frustration with the lack of “muscle memory” in the legislative process, emphasizing the need for creativity, humor, and patience to navigate such hurdles.
Looking ahead, Lummis expressed hope for collaboration between the Senate and the House on a future market structure bill. She acknowledged the House’s advantage in this area, given its passage of the FIT21 bill last year. The successful navigation of the GENIUS Act through the Senate underscores the significant effort and political maneuvering required to advance cryptocurrency regulation in the United States.
