Senate Agriculture’s Top Dem: Crypto Market Structure Effort Needs ‘Serious Changes’
The Senate Agriculture Committee held a hearing on Tuesday to discuss Congress’s negotiation of cryptocurrency market structure legislation. Senator Amy Klobuchar, the committee’s ranking Democrat, outlined necessary changes before she would support the proposed regulations. Her concerns highlight a potential conflict with the House’s progress on the Digital Asset Markets Clarity Act, which may be nearing passage despite a recent procedural delay.
Klobuchar’s demand for “serious changes” could significantly delay the process, potentially exceeding the September 30th deadline set by Banking Committee Chairman Tim Scott. She emphasized the need for improved regulatory funding, stronger consumer protections, and the closure of regulatory loopholes. Her concerns reflect a broader Democratic sentiment that the current proposals are insufficient.
In contrast, Senator John Boozman, the committee’s Republican chairman, stressed collaboration with the Banking Committee and regulators. The Banking Committee, currently ahead in the legislative process, has publicly released guiding principles but not a working draft. Boozman emphasized the need for a comprehensive regulatory framework while ensuring its effectiveness.
The Democrats’ involvement is crucial, as their votes are essential to overcome the Senate’s 60-vote hurdle. Senator Elizabeth Warren, a known crypto-critic, shares some of Klobuchar’s concerns but is unlikely to participate in negotiations. However, Klobuchar’s committee is known for its more collaborative approach compared to Warren’s.
Klobuchar’s past voting record on cryptocurrency legislation, including a “no” vote on the GENIUS Act, reflects her cautious stance. The Stand With Crypto advocacy group has consequently given her an “F” rating. While the House progresses with its bill, some industry players hope the Senate will significantly overhaul the proposed regulations. The conflicting views and timelines suggest a protracted and potentially contentious legislative battle ahead. The tension between the need for swift action and the demand for robust regulations will likely shape the final outcome.
