Ex-ECB Official Urges Europe to Back Euro Stablecoins or Risk Losing Financial Power
The stablecoin market, currently valued at $255 billion, is dominated by U.S. dollar-backed tokens, which comprise a significant $241 billion. This dominance raises concerns about Europe’s potential marginalization in the evolving global financial landscape. Lorenzo Bini Smaghi, former European Central Bank board member and Société Générale chair, highlights this imbalance in a Financial Times article.
He argues that despite the European Union’s proactive regulatory framework, including the Markets in Crypto-Assets (MiCA) law and pilot programs for distributed ledger technology, the euro remains underrepresented in the stablecoin market. This underrepresentation stems from a reluctance among banks and policymakers to embrace the technology, despite Société Générale’s own forays into both euro and U.S. dollar-backed stablecoins in 2023 and recently.
This hesitation, Bini Smaghi warns, poses a threat to European monetary sovereignty. Widespread adoption of dollar-denominated stablecoins for transactions and savings could lead to a significant outflow of deposits from euro-area banks to U.S.-linked platforms. Such a shift would weaken the European Central Bank’s (ECB) control over monetary flows, hindering its ability to manage interest rates and stabilize markets.
To counteract this risk, Bini Smaghi advocates for a more proactive regulatory approach. He suggests the ECB should actively support the development of euro-pegged stablecoins and establish common standards. This, he argues, would modernize cross-border payments and foster the integration of Europe’s capital markets. He concludes that inaction would effectively cede Europe’s position in the future of global finance, leading to its marginalization. The lack of euro-based stablecoin adoption, therefore, represents a significant challenge to the European Union’s economic influence in the digital age. A more supportive and coordinated approach from regulators is crucial to prevent this outcome.
