German State Lender NRW.BANK Issues €100M Blockchain Bond on Polygon
NRW.BANK, a German state-owned development bank, has issued a €100 million ($116.7 million) blockchain-based bond, representing a significant step forward for digital securities in Europe’s public sector. This two-year bond, issued on the Polygon blockchain and registered using Cashlink Technologies’ infrastructure (a BaFin-licensed crypto securities registrar), marks a first for NRW.BANK. It’s the bank’s inaugural fully digital bond issued as a crypto security under Germany’s Electronic Securities Act (eWpG). The eWpG, enacted in 2021, legally permits bonds to exist solely on blockchain networks, eliminating the need for physical certificates.
The bond issuance attracted substantial interest from institutional investors, with Deutsche Bank, DZ BANK, and DekaBank serving as joint lead managers. This strong demand underscores the growing market interest in tokenized financial instruments, which offer several advantages over traditional methods. These benefits include faster settlement times, increased transparency through transparent recordkeeping, and reduced administrative costs.
Michael Duttlinger, CEO of Cashlink, emphasized the significance of the issuance, stating that it transcends a mere technical achievement. He views it as a clear signal that public financial institutions are prepared to move beyond experimental blockchain projects and begin large-scale integration of these technologies.
Germany’s eWpG legislation has created a robust legal framework for digital bond issuance within one of Europe’s largest capital markets. While blockchain bonds currently comprise a small segment of the overall bond market, NRW.BANK’s action, along with similar initiatives from other institutions, indicates a maturing infrastructure and regulatory landscape. As more public entities embrace this technology, the path towards transforming traditional capital markets in the digital age becomes increasingly clear.
