Nomura-Backed Laser Digital Wins Regulatory Nod for Crypto Derivatives in Dubai

Nomura’s subsidiary, Laser Digital, has obtained a limited license from Dubai’s Virtual Asset Regulatory Authority (VARA) to provide regulated over-the-counter (OTC) crypto derivatives. This marks Laser Digital as the first VARA-regulated entity offering direct client-facing crypto OTC option services under VARA’s pilot framework. The move highlights Dubai’s emergence as a leading hub for crypto firms seeking a supportive regulatory environment.

The decision by Laser Digital underscores the growing global interest in crypto derivatives. Dubai’s proactive and detailed regulatory approach, while rigorous, ultimately offers a degree of freedom that attracts businesses. As Johannes Woolard, head of product at Laser Digital, explains, the VARA process involves a thorough justification of business plans, but once approved, companies enjoy significant operational flexibility. This contrasts with jurisdictions where regulatory hurdles may stifle innovation.

Laser Digital’s initial focus will be on major cryptocurrencies, offering medium-dated options executed under International Swaps and Derivatives Association (ISDA) agreements. The strategy prioritizes straightforward, “vanilla” structures to establish a robust ecosystem before expanding into more complex offerings. Future plans include incorporating yield enhancement strategies, leveraging existing borrowing and lending capabilities, and integrating spot trading. This phased approach reflects a commitment to building a sustainable and scalable business within the Dubai regulatory framework.

The choice of Dubai is strategic. The city’s reputation as a crypto-friendly jurisdiction, coupled with VARA’s structured regulatory approach, provides an attractive environment for growth. This is further exemplified by the presence of other major players, including Deribit (recently acquired by Coinbase), which also has expansion plans in Dubai. The combination of regulatory clarity and a vibrant ecosystem makes Dubai an increasingly compelling location for crypto derivatives firms. Laser Digital’s success in securing this license signals a significant step forward for both the company and Dubai’s burgeoning crypto sector.
