State of Crypto: Previewing Congress’ ‘Crypto Week’

The U.S. House of Representatives is poised to vote on significant cryptocurrency legislation next week, potentially marking a major turning point for the industry’s regulatory landscape. Dubbed “Crypto Week,” July 14-18 will see votes on three key bills: the “Digital Asset Market Clarity Act of 2025” (Clarity), the Anti-CBDC Surveillance Act, and the “Guiding and Establishing National Innovation for U.S. Stablecoins of 2025” (GENIUS).

The Clarity Act aims to establish a framework for how various cryptocurrencies are regulated by federal agencies like the SEC and CFTC. While lacking a Senate counterpart yet, its House passage, with significant bipartisan support, suggests a path towards future Senate action. The GENIUS Act, already passed by the Senate, would create a framework for stablecoin oversight. Its House passage would send it to President Trump for signature, potentially making it the first major crypto bill to become law. Finally, the Anti-CBDC Surveillance Act would prohibit the U.S. from developing a central bank digital currency.

While passage of these bills is generally viewed positively by the industry, offering regulatory clarity, concerns remain. Moody’s Ratings suggests stablecoins need a compelling advantage over existing payment systems to gain widespread adoption. Democrats have raised concerns about potential corruption, citing President Trump’s crypto ventures.

The House Rules Committee will meet on Monday, July 14th, to discuss the bills, potentially leading to a House floor vote on Tuesday. The Senate Agriculture Committee will also hold a hearing on market structure legislation on Tuesday. A House Ways and Means Committee hearing on crypto taxation is scheduled for Wednesday, July 16th. If the House approves the GENIUS Act, President Trump may sign it into law as early as the following Monday, July 18th.

Despite the potential for positive industry impact, the long-term effects on cryptocurrency usage and adoption remain uncertain. The bills’ passage represents a significant step toward establishing a regulatory framework, yet the actual impact on market dynamics and consumer behavior is yet to be determined. The coming weeks will be crucial in observing the legislative process and gauging the broader consequences of these landmark bills.
