Why the Market Needs a Rules-Based Benchmark for Centralised Exchanges
CoinDesk’s April 2025 Exchange Benchmark report provides a comprehensive assessment of 89 digital asset exchanges, evaluating their operational quality across eight key categories: market quality, security, regulation, KYC, transparency, data provision, exchange leadership, and negative events. This independent, verified framework addresses the lack of consistent evaluation methods for exchanges, offering a standardized tool for assessing counterparty risk.
The report uses over 100 metrics to assign each exchange a grade from AA to F. Exchanges achieving BB or higher are considered top-tier and eligible for inclusion in CoinDesk’s CCIX reference rate. This year’s report shows a significant increase in top-tier exchanges, with six achieving the highest AA rating: Binance, Coinbase, Bitstamp, Kraken, Crypto.com, and Bullish. Nineteen exchanges overall received top-tier classifications, a rise from 16 in the previous edition. New entrants like Gate.io, Bitvavo, and WhiteBIT benefited from submitting comprehensive due diligence questionnaires (DDQs), significantly improving score reliability.
High DDQ engagement correlates strongly with higher scores. Over 60% of top-tier exchanges submitted DDQs, facilitating independent validation of key information. The report also highlights a growing trend toward off-exchange settlement, with 67% of AA-rated exchanges offering the option to keep assets in third-party custody. This minimizes direct exposure to exchange-held wallets, aligning better with institutional risk management practices.
A key finding is the strong correlation between operational quality and trading volume. Top-tier exchanges accounted for over 60% of Q1 spot volume, despite representing less than 20% of ranked venues. However, the report also reveals that several high-volume exchanges remain in lower tiers due to deficiencies in licensing, surveillance, or internal transparency. This underscores the importance of a risk-aware approach to evaluating exchange volume, going beyond simple trading metrics.
The Exchange Benchmark report serves as an essential tool for regulators, institutions, and counterparties to assess exchange risk effectively. Its standardized methodology promotes greater transparency and accountability within the crypto ecosystem, helping to separate robust venues from those that merely appear so.
