As Trump Calls for Rapid Stablecoin Bill Passage, Key Lawmaker Hints at More Talks
President Trump urged swift House passage of the Senate-approved stablecoin oversight bill, the GENIUS Act. However, Representative French Hill, House Financial Services Committee chairman, indicated a need for further discussion before committing to a “clean” House approval. While Trump called for immediate passage without amendments, Hill highlighted ongoing negotiations with House leadership to reconcile the Senate’s GENIUS Act with the House’s STABLE Act. He emphasized the existence of several key differences between the two bills.
These differences include approaches to extraterritoriality (U.S. legal enforcement outside its borders), the roles of state and federal agencies in oversight, and the separation of banking and commerce concerning corporate stablecoin issuance. Hill expressed optimism about finding common ground, but this would necessitate alterations to the GENIUS Act, contradicting Trump’s wishes.
The House faces three options: passing the GENIUS Act unchanged, amending it with the STABLE Act and returning it to the Senate, or combining GENIUS and STABLE with the House’s Digital Asset Market Clarity Act (a broader market structure bill). The latter option, while discussed, raises industry concerns about the complexity potentially hindering Congressional approval.
Time constraints are a significant factor. Rashan Colbert of the Crypto Council for Innovation noted the considerable time and effort legislators dedicate to crypto issues, highlighting the need to determine whether the bills will be processed separately or combined. The outcome will significantly impact the U.S.’s approach to regulating stablecoins and broader cryptocurrency markets, and the August deadline set by Trump adds pressure to the process. The ongoing negotiations reflect the complexities of balancing the President’s desires for swift action with the need for thorough consideration of the legislative details.
