‘Crypto Week’ Is Stuck Again as House Procedural Vote Drags On
The U.S. House of Representatives faced delays Wednesday in its planned votes on crucial crypto legislation, highlighting partisan divisions and procedural hurdles. The House initially passed a procedural motion (217-215) to advance debate on the Clarity Act, GENIUS Act, and Anti-CBDC Surveillance Act. However, a subsequent procedural vote, necessary to proceed to final votes on the bills, remained stalled well past its scheduled time.
The central point of contention revolves around the stablecoin bill. While the House has its own STABLE Act, it’s slated to vote on the Senate’s GENIUS Act. This decision angered members of the House Freedom Caucus, who felt excluded from the process. Their opposition to the procedural motion on Tuesday initially threatened to derail the entire legislative process.
President Trump intervened, reportedly persuading eleven House Freedom Caucus members to change their votes. This apparent deal involved merging the Anti-CBDC Surveillance Act with the Clarity Act, a House market structure bill. However, this maneuver might alienate some Democratic support, according to sources familiar with the situation.
The scheduling of this “Crypto Week” also appears to have contributed to the delays. Reports suggest that House leadership did not consult with the Republican conference before declaring the week’s focus, resulting in inadequate feedback and the current impasse. Originally, the House planned to vote on the market structure bill Wednesday and the stablecoin bill Thursday morning. While the market structure bill would proceed to the Senate if passed, the stablecoin bill would head to President Trump’s desk for signature.
The delays underscore the difficulties in navigating complex legislation, even with seemingly bipartisan support for the underlying bills. The prolonged voting process exemplifies the challenges of forging consensus within a politically diverse legislative body, especially on a rapidly evolving topic like cryptocurrency regulation. The outcome of these votes remains uncertain, highlighting the unpredictable nature of legislative processes within the House.
