Ghana Plans Crypto Firm Licensing in Response to Growing Demand: Bloomberg

Ghana’s burgeoning cryptocurrency market is prompting the government to take regulatory action. Facing a surge in digital asset adoption, the Bank of Ghana is developing a licensing framework for cryptocurrency platforms. This initiative, expected to be submitted to parliament by September, aims to harness the potential of the crypto sector while mitigating associated risks.

The central bank’s move is driven by several factors. The Ghanaian cedi’s significant volatility in 2025—a 40% appreciation against the US dollar following a near-20% decline in 2024—presents a challenge to inflation management. The widespread use of cryptocurrencies, often conducted outside traditional financial channels, further complicates this task. These off-the-books transactions hinder the central bank’s ability to accurately track monetary flows and control inflation.

The prevalence of cryptocurrency ownership in Ghana is substantial. A June 2024 report by Zawya indicates that over 3 million adults—representing 17.3% of the adult population—own cryptocurrencies. This significant adoption is reflected in the transaction volume. According to Del Titus Bawuah, CEO of Web3 Africa Group, crypto transactions in Ghana reached $3 billion in the twelve months leading up to June 2024. This represents a significant portion of the $125 billion in total sub-Saharan African crypto transactions during the same period.

By regulating the cryptocurrency market, the Ghanaian government hopes to achieve several objectives. Licensing platforms will provide greater transparency and oversight, allowing for better monitoring of transactions and the potential capture of tax revenue. This regulatory approach could also help to integrate crypto activities into the formal financial system, improving the central bank’s ability to manage monetary policy and inflation. The initiative highlights a growing trend among African nations to grapple with the challenges and opportunities presented by the rapidly expanding cryptocurrency landscape. The successful implementation of this regulatory framework could serve as a model for other countries in the region navigating similar issues. The balance between fostering innovation and ensuring financial stability will be crucial in determining the success of this initiative.
