Over 40 Firms Prepping for Hong Kong Stablecoin License Applications: Report

Hong Kong’s burgeoning stablecoin regulatory landscape is poised for a significant shake-up. The upcoming August 1st launch of the licensing regime has spurred a wave of applications, exceeding 40 according to Chinese media reports. However, the Hong Kong Monetary Authority (HKMA) is anticipated to grant only a handful of licenses, creating an intensely competitive environment. This selectivity underscores the stringent regulatory approach being adopted.

Currently, only three entities have gained entry into the HKMA’s stablecoin sandbox: a notable collaboration between Standard Chartered and Animoca Brands, alongside other yet-to-be-named participants. The sandbox serves as a crucial testing ground, allowing prospective issuers to refine their compliance strategies and provide feedback on the regulatory framework. It’s important to note that sandbox participation doesn’t guarantee licensing; formal applications are still required once the full regime is operational.

The limited number of sandbox participants offers a glimpse into the HKMA’s rigorous selection process. Major players from China’s financial and technological sectors are vying for licenses. Prominent contenders include leading banks, payment processors, and internet giants. Standard Chartered, through its joint venture, and JD.com’s blockchain division are already in the sandbox, positioning themselves for a strong application. Ant Group’s digital finance units are also expected to be significant players in this race.

This cautious approach mirrors the HKMA’s sister regulator, the Securities and Futures Commission (SFC), which has similarly exercised restraint in granting virtual asset platform licenses—awarding only 11 to date. The SFC’s licensing process witnessed several high-profile withdrawals, reportedly due to the discovery of “unsatisfactory practices” at some exchanges. This experience underscores the HKMA’s commitment to maintaining high standards and protecting market integrity within the stablecoin sector. The anticipated outcome of this competitive licensing process will be pivotal in shaping Hong Kong’s position as a leading hub for digital finance.
